Meeting Minutes – October 3, 2011

Sweet Home High School – Rm. 501

       1.      Meeting called to order at 6:40PM by M. Baumann (VP)

       2.      Secretaries Report – G. Day

      a)      Rule books and tests have been ordered.

      b)      State meeting next weekend (Business and Interpretations). Will be attended by G. Stoos

      c)      Roster updates needed. Passed around for revisions. Please email if you have changes in contact info.

      d)      Officials who received a rating change were notified by email.

3.      Treasurers Report – B. Dowdall

      a)      Presented printed report with projections for the coming season.

  4.      Tournament Committee – B. Dowdall, D. Sanderson, D. Chatten

      a)      31 teams have been accepted plus some individuals

      b)      Teams were accepted first come first served. Filled in a 6 day period. Some regular teams missed out.

      c)      M. Baumann made suggestion to add 2 additional teams if NCCC is not having their usual dual meet during the tournament.

      d)      Date: January 6th and 7th

      e)      Officials must work tournament both days in order to be evaluated, receive a gift, and work the semis and finals.

  5.      New Officials – P. Roetzer

       a)      “Good group” this year including 6 officials

       b)      Anyone is welcome to come help out but call Pete first. He will assign a topic for you to discuss.

        6.      Assigning Agent – B. Ossont

       a)      All officials must update availability, travel limits, and contact info. on arbitersports.com and check the “ready” box. Must be done by October 14th in order to be assigned.

7.      New Business

     a)      Motions put to vote:

Motion:

That the active member dues for the 2011-2012 wrestling season be set at $50.00 per active member in their first and second year of membership; and that for all other members the dues be set at $70.00 for the 2011-2012 wrestling season.

            Motion made by: H. Wooten

            Second by: D. Sanderson

            Discussion: Why was explained that it was needed to cover expenses.

            Vote: Motion carries unanimously

Motion:

That Article VIII- State Tournament Representation, sections 1, 2 and 3 of the NFWOA Constitution be amended as presented to the body under the document entitled “Constitutional Amendment Recommendations, October 3, 2011”.

           Motion made by: T. Cinelli

            Second by: T. O’Brien

            Discussion: H. Lyndaker pointed out the fact that all motions to amend the constitution may not be voted on until the      subsequent meeting so that all members may review the proposal prior to voting.

       b)      Special election to choose “member at large” to replace A. Hamm who has stepped down due to lack of time.

            -Lone candidate: P. Rao

            -M. Baumann directs G .Day to cast single vote to elect P. Rao

            -P. Rao is elected as “member at large”

  c)      Fee structure posted: See meeting agenda or contract posted at section6.e1b.org

d)      New game reports to be completed by lead officials through arbitersports.com following each event.

e)      Disqualification Forms and Form-X will be submitted online only. Must be completed within 24 hrs.

Interpretations Meeting #1 Minutes – October 17, 2011

Sweet Home High School – Rm. 501

         1.      Meeting called to order at 6:43PM by M. Baumann (VP)

                -Minutes from October 3 meeting accepted.

         2.      Secretaries Report – G. Day

       a)      Rule books, case books, and interpretations folder should be picked up.

   3.      Tournament Committee – B. Dowdall

       a)      After review it was determined that additional teams could not be added and still keep the tournament on schedule.     Will monitor and adjust for next year.

      b)      Announcer discussed – D. Sanderson in charge of that but not in attendance.

  4.      Assigners Report – B. Ossont

     a)      Some assignments have been made but not posted.

     b)      Round table discussions will be held to match experienced officials with highly contested duals.

     c)      Reminder: If you turn back an assignment, you are permanently blocked for that date. If there is a conflict of interest, you must contact assigner to have meet switched.

  5.      Old Business – Motion to change constitution

Motion:

That Article VIII- State Tournament Representation, sections 1, 2 and 3 of the NFWOA Constitution be amended as presented to the body under the document entitled “Constitutional Amendment Recommendations, October 3, 2011”.

     a)      H. Wooten motions to vote on each item individually.

         -Second: B. Dowdall

         -Vote: Motion Carries (20-3)

     b)      Motion #1: Article VIII, Section 1a (number of years in NFWOA needed to work states)

         -Motion to Approve: H. Wooten

         -Second: B. Ossont

      -Discussion: Explained by D. Hanley. Suggestion made to reduce from 5yrs. to 3yrs. needed as member in     the NFWOA. Body voted to make the change and vote to adopt at the next meeting.

    c)      Motion #2: Article VIII, Section 2a (voting for nominees done by “A” officials only)

        -Motion to Approve: H. Wooten

              -Second: K. Gallagher

        -Vote: Motion Carries (15-3)

    d)      Motion #3: Article VIII, Section 3a (Applications to secretary by Nov. 15)

          -Motion to Approve: H. Wooten

                -Second: B. Dowdall

          -Vote: Motion Carries

   e)      Motion #4: Article VIII, Section 4a (Alternate not counted as “working”)

          -Motion to Approve: K. Gallagher

                -Second: G.Stoos

          -Vote: Motion Carries

   f)        NOTE: Those interested in working the states must submit name by email to G. Day. Vote to take place at  next meeting on October 24 following amendment vote.

  6.      From the VP – M. Baumann

   a)      Lead official game reports submitted to arbitersports are for varsity dual meets only. No time limit for submission.

   b)      Coaches Interpretations Meeting – December 5. Last year we had great turnout from coaches but poor from officials. Strongly encouraged to attend this year. It does count as a meeting. The label of “optional” shall be stricken from the meeting schedule.

   c)      Evaluator needed to work at states. Exec. Committee has voted to add a $200 stipend to the state stipend of $100. Total of $300 paid to the evaluator from the NFWOA. Please contact G. Day if interested.

  7.      NYS Meeting Report – G. Stoos

     1.      Meeting called to order at 6:46PM by M. Baumann (VP)

            -Minutes from October 17 meeting accepted.- G. Stoos

       2.      Secretaries Report – G. Day

      a)      Rule books, case books, and interpretations folder should be picked up.

      b)      Evaluator candidate for state tournament needed. Interested-please contact G. Day by Nov. 15. Stipend total: $300    

3.      Treasurers Report – B. Dowdall

      a)      Association dues must be paid prior to taking the test on Nov. 7

      b)      $70 ($50 for 1st and 2nd year officials

 4.      Presidents Report – D. Hanley

      a)      Discussion to vote on motion (Article VIII, Section 1a) at test meeting.

      b)      Quorum available – will be voted tonight

  5.      Tournament Committee – Sanderson, Dowdall, Chatten

      a)      Announcer – Joe Muscarella has been contacted but seeking confirmation

      b)      Computer bracketing – Kristin (Knutila) – will confirm with her as well

     b)      Discussion of nominee reps to work the states. Clarification: “varsity official” requirement should be interpreted as “A” rated official.

     c)      Motion – State reps election tabled until test meeting

         9.      Informational Items – M. Baumann

      a)      Arbiter game reports submitted for varsity dual meets only. Keep notes from match regarding score, skin conditions detected, disqualifications, lack of facilities (i.e. showers), etc. to be submitted

      b)      Coaches interpretations meeting on Dec. 5– Please plan to attend.

      c)      State tournament – February 23, 24, 25
